Did you know the City of San Diego and San Diego County will actually pay you a rebate for installing rain gutters on your home? With active rebate programs through both the City of San Diego Public Utilities Department and the County’s Waterscape Rebate Program, there has never been a better time to upgrade your gutters — and keep more money in your pocket while doing it.
At Gutters Plus Inc., we field this question every season: “Is there any money available to help offset gutter installation costs?” The answer in 2026 is a resounding yes — and the details might surprise you with how generous these programs actually are. Here’s everything you need to know, sourced directly from official government websites.

Two Programs, Depending on Where You Live
San Diego has two distinct rebate programs for rain gutters. Which one applies to you depends on whether you live within the incorporated City of San Diego or in the unincorporated areas of San Diego County.
Program 1 — City of San Diego: Rainwater Harvesting Rebate
The City’s program is administered through the Public Utilities Department and the Transportation and Storm Water Department, and is promoted through the Think Blue San Diego initiative. The goal is to help homeowners redirect rainwater from rooftops into rain barrels or pervious landscaping — keeping pollutants out of the bay, ocean, and waterways.
Rebate amounts per linear foot of gutter installed:
- Aluminum gutters: $1.25 per linear foot
- Steel gutters: $2.00 per linear foot
- PVC / Vinyl / Plastic gutters: $0.25 per linear foot
- Maximum eligible footage: 250 linear feet per customer
Quick example: Installing 150 linear feet of aluminum gutters would earn you a rebate of $187.50 (150 × $1.25). A full 250-foot aluminum installation could yield up to $312.50 back. For steel gutters, 250 feet would bring $500.00 in rebates.
Important: Funding is limited and distributed on a first-come, first-served basis until exhausted. This program can change without prior notice. Don’t wait — apply as soon as your installation is complete.
Program 2 — San Diego County: Waterscape Rebate Program
If you live in the unincorporated areas of San Diego County, the County’s Waterscape Rebate Program applies instead. Key details:
- Rebate amount: $5.00 per linear foot of gutter installed, up to a maximum of $500
- Minimum roof area: Gutters must collect water from at least 110 sq ft of roof area to qualify
- Combined maximum: Up to $3,500 total across all rain-saving features (gutters, containers, and rain gardens combined)
- Pre-project consultation required: A Notice to Proceed from Waterscape Rebate Program staff must be issued before any work begins
The County’s consultation requirement is a key difference from the City program — you must speak with program staff and receive approval before starting installation. Plan accordingly and don’t begin work before getting that green light.
How to check which program applies to you: The San Diego County DPW provides an eligibility map on their Program Eligibility page where you can enter your address to confirm whether you are in the unincorporated county area. If you’re unsure, contact us and we’ll help you figure it out.
Key Requirements to Qualify
Both programs share several important eligibility rules. Review this checklist before you begin:
- You must be a City of San Diego Public Utilities residential customer served by an individual water meter (for the City program). Renters are eligible with written permission from the property owner.
- Gutters must redirect rainwater to pervious landscape or a rain barrel — not to a storm drain or neighboring property.
- Copper materials, including downspouts, are not allowed due to potential leaching concerns. Aluminum and galvanized steel are recommended for durability and recyclability.
- Pre-installation photos are required — clear photos of each side of the roof, corner to corner, including any existing gutters being replaced.
- Post-installation photos are required — at least 2 clear photos per section showing the completed gutters and where water is being directed.
- Gutters must be maintained for a minimum of 3 years after receiving the rebate, including clearing debris and repairing leaks as needed.
- Rebates do not cover downspout redirects, rain barrels, or labor for hauling away old gutters — but you can apply for separate rebate programs for those items simultaneously.
- Only the cost of the gutter material itself is eligible; the actual rebate will be the lower of: your total eligible gutter costs, or the maximum dollar amount per customer.
Stack Your Rebates: Don’t Leave Money on the Table
The gutter rebate is just one piece of a larger rainwater harvesting rebate ecosystem available to San Diego homeowners. You can apply for multiple rebates at the same time:
- Rain Gutters: As described above — apply via City or County program depending on your address
- Rain Barrels & Cisterns: The City of San Diego offers a separate rebate of approximately $1.50 per gallon up to $800 per property for qualifying rain barrels and cisterns
- Downspout Redirects: A separate rebate program is available through Think Blue San Diego for downspout redirect devices
- SoCal Water$mart: The Metropolitan Water District of Southern California also offers additional rebates for Southern California residents, including San Diegans, which may be stacked on top of local programs
Applying for all eligible programs at once is the best strategy — each requires a separate application but there is no rule against receiving multiple rebates from different programs for a single project.
Step-by-Step Application Process (City of San Diego)
Here is the process for City of San Diego residents applying for the gutter rebate:
- Step 1 — Take pre-installation photos. Photograph each side of the roof before work begins, corner to corner. Include existing gutters if you are replacing them.
- Step 2 — Purchase and install qualifying gutters. Gutters must meet program material specifications. Ensure they are sloped properly so all rainwater drains out. Manufacturer installation instructions must be followed.
- Step 3 — Take post-installation photos. At least 2 clear photos per gutter section after installation, showing where water is being directed.
- Step 4 — Complete the Gutter Rebate Application. Gather your paid invoice or sales receipt showing the price of each item, store name, purchase date, and payment method.
- Step 5 — Submit a W-9 for IRS reporting. This can be completed online via Adobe Sign at sandiego.gov/w9.
- Step 6 — Await your rebate check. Checks are issued approximately 6–8 weeks after your application is deemed complete and processed.

A Note on San Diego’s Rainfall and Water Capture Potential
San Diego typically receives around 10 inches of rain annually. Here’s what that means in practical terms for your property:
- Every 1,000 square feet of roof surface captures approximately 625 gallons of water per inch of rainfall
- That means an average home roof can harvest roughly 6,250 gallons of rainwater for every inch of rain that falls
- With proper gutters directing that water to rain barrels or pervious landscaping, you reduce runoff, protect your foundation, and create a meaningful on-site water supply for irrigation
Most San Diego homes use a 5-inch K-style gutter, where one foot holds approximately 1.2 gallons of water — well suited to the region’s rain patterns and roof sizes.
Why Act Now in 2026
California’s water conservation priorities are not going away, and the rebate funding that supports these programs is finite. Both the City and County programs distribute funds on a first-come, first-served basis until the money runs out — and there is no guarantee the amounts or availability will remain unchanged throughout the year.
If you have been considering upgrading or installing gutters on your San Diego home, the combination of a government rebate, long-term home protection from roof and foundation damage, and California’s ongoing emphasis on water stewardship makes right now an ideal window to move forward.
Gutters Plus Inc. installs aluminum, steel, and seamless gutters across San Diego. We’ll help you document everything you need for a smooth rebate application — from pre-installation photos to ensuring your system directs water to qualifying areas.
